All nav lights out?

Hello All,
New owner, new member. Bought a 2009 34 Cruiser and I'm working through my punch list. I had it in for sail drive bellows replacement and when I got it back, it none of the nav lights (the ones that blink when broken) are working. The steaming light was known out and I was supposed to have that replace at the yard (they "forgot"), so as far as know, there wasn't anything electrical done aside from whatever needed to happen with the engine.

What odd, is that isn't only the monitored lights. The stern light is on a separate harness, the deck light (mast pointing down) works even though it's on the harness with the top, bow and steam lights.

I checked the Navi 20A fuse and that looks fine. Any thoughts on what could have happened or where to start diagnosing?
